Welsh Claim of Right

We do hereby acknowedge the sovereign right of the Welsh people to determine the form of government best suited to their needs, and do hereby declare and pledge that in all our actions and deliberations their interests shall be paramount.

We further declare and pledge that our actions and deliberations shall be directed to the following ends:

To agree a scheme for the effective government of Wales

To mobilise Welsh opinion and ensure the approval of the Welsh people of that scheme, and

To assert the right of the Welsh people to implement that scheme

I did not want to spoil those words with my comments - the words are an adaptation of the Scottish Claim of Right, which is the basis of the Scottish Constitutional Convention.

I sincerely hope that the proposed Welsh body will be based on similar principles - even the most die-hard Unionists should be able to sign this document, as it does not commit to independence, or even further devolution - just to abide by the popular will of the Welsh people.

We will be working towards this end,
though I do not share your faith in the acceptance by the die-hard unionists, having spoken to one or two of them.

I am sure that Kinnockio and friends will not sign, which will not signify their opposition to devolution, but to democracy

We don't need a 'Claim of Right'. We just need to uphold Rhyddid, Tegwch a Chymuned. If We as in the people, not as in Plaid and Nationalist pressure groups want independence it will come.
